The 10 Most Corrupt Cities in America and How They Got That Way

I grew up hearing all about integrity & righteous conduct, but it’s crazy how some cities in the US got so tangled in corruption that it became a part of who they are today. It’s not just about bad leaders; it’s the systems that enable bad habits to grow for decades. In this list, we’ll have a look at 10 corrupt cities in America & why they got that way.

Chicago, Illinois

Chicago is the “Windy City” but also, it’s the city of dirty politics. The “Daley Machine” controlled Chicago for decades, distributing government jobs to the chosen few & forgetting the rest. Bribery & backroom deals were the way of the city. No one liked the city for its connections to organized crime during Prohibition. Corruption remains in politics and policing even today, which is why Chicago’s legacy is difficult to get rid of.

New York City, New York

New York City — where you may think of skyscrapers & traffic — was also home to “Tammany Hall”, a political machine that controlled the city like a mafia. “Boss” Tweed and his gang monopolized votes, wealth & power through bribes and kickbacks. They misused public funds for their own profit & laid this corrupt pattern for decades to come. The city has cleaned up a lot, but some of the dirty real estate and political business still exists in New York City.

Los Angeles isn’t all Hollywood glam — there’s a darker side to it, too. In the 1990s, the Rampart Scandal revealed cops robbing, trafficking & even murdering people. Corruption wasn’t limited to the cops; real estate & public contracts have often been caught up in bribery scandals. Corruption blasted its way through the cracks as the city’s rapid expansion created plenty of room for it. While things have since moved on, these darker memories still haunt Los Angeles.

New Orleans, Louisiana

Corruption, just like culture, music & food, plays a role in New Orleans. After Hurricane Katrina, misuse of relief funds became a big problem here. Even before that, political favoritism & corruption were the normal course of business. Even the New Orleans police department has fallen victim to scandals such as the Danziger Bridge shootings. For such a loving city, its management has been disastrous.

Detroit, Michigan

Detroit’s corruption crisis reached its peak under former Mayor Kwame Kilpatrick. He ruled the city like his private playground — there was racketeering, bribery & fraud everywhere. His behavior was responsible for Detroit’s economic crash & bankruptcy. Corruption did not begin or end with him, however – it was a product of years of bad decisions & dirty tricks.

Miami, Florida

Miami’s sunny shores hide decades of dr*g trafficking corruption. Coca**e money flowed into the city in the 1980s, and the Miami River Cops scandal exposed officers who robbed and killed drug dealers, stealing millions in cash and coca**e. Banks like Northside Bank of Miami helped move cartel money through corrupt real estate deals & city contracts were often secured with bribes.

Philadelphia, Pennsylvania

Philly has more than cheesesteaks & history: it’s been a place of political corruption. After FBI probes of Mayor John Street’s office revealed bribery on city contracts in 2003, a number of city officials were convicted. In 2021, both Councilman Bobby Henon and union leader John Dougherty were convicted of using Henon’s political power for bribes.

Even the police service in Philly hasn’t been perfect either, there have been slurs & corruption for years. One famous example of cops hoaxing evidence is Philadelphia’s Frank Rizzo police corruption scandal in the 1970s and ’80s.

Baltimore, Maryland

Baltimore’s corruption exploded in the form of the “Gun Trace Task Force” scandal, in which cops such as Wayne Jenkins were caught for robbery, drug dealing & evidence mining. Then there are multiple city officials, such as Catherine Pugh, who have been jailed for corruption or bribery. For people, it’s been difficult to believe local officials & the police when these allegations keep coming back.

Cleveland, Ohio

This may not sound like a corrupt city, but Cleveland’s seen its fair share of filthy politics. One legendary case is “Cuyahoga County Corruption Scandal” in 2008 where several public officials such as Cuyahoga County Commissioner Jimmy Dimora & Cuyahoga County Auditor Frank Russo were charged and convicted of receiving bribes for government contracts. Cleveland’s track record shows us that even tiny cities are not exempt from mega scandals.

Atlanta, Georgia

The “Atlanta City Hall Corruption Scandal” of the 1990s is perhaps the most famous case in Atlanta where several city officials were convicted for accepting bribes from property developers in exchange of contract wins. Police department also have scandals including “Atlanta Police S*x Scandal” during the 2000s where multiple officers were accused of misusing their power & position to manipulate women.
